How It Works

Everyone makes mistakes, and it can seem unclear where to turn for help to deal with a DUIA charge such as  Minor In Consumption , Minor In Possession ,or Minor In Toxication. That’s why Mentoring Individuals Needing Offender Re-entry Support takes steps to provide the community with support, testing, and guidance based upon professional experience from mentors and counselors. Course Description: This program is certified by the Texas Department of Licensing and Regulation –(AEPM) Alcohol Education Program for MINORS. It is required by law for minors convicted of first or subsequent offenses for the purchase, Public Intoxication, Minor In Possession or consumption of alcoholic beverages in addition to assessment of a fine. Failure to complete the alcohol awareness course within 90 days of conviction will result in a license suspension of up to 6 months. And a sanction for those who have consumed alcohol in violation of their probation or parole, are under the age of 21. This two-session 6-hour court ordered course is designed to help participants increase their knowledge about alcohol and drugs among young people. Refunds must be requested at least one day prior to the start of class. After this period, students will be required to register and pay for another class. Registration: instructions are located on this website for chosen classes students should follow the same registration instructions to enter this online class. Students are required to register and pay prior to the first class. It is recommended that students register before stipulated deadline per referring source. Enrollment Eligibility Notice: ONLY FIRST TIME OFFENDERS ARE ELIGIBLE for this course at this time.  Students must register then attend all sessions in consecutive order. There will be no exceptions or make-up classes allowed. Students are required to be proficiency in the English language for this course. Multi-Part Course

 Our multi-part course is carefully constructed to give our members a path toward realizing their potential for remaining sober, abiding by the law, and gaining a firmer sense of control over their decision-making. It’s good to know there is a place to go after making the mistake of drinking and driving. Rather than leaving it up to chance whether members of the community will re-offend after receiving a DUI, Mentoring Individuals Needing Offender Re-entry Support has powerful tools that help our partners examine their thinking and take steps to improve their habits, living situation, and future outlook. 

How It Began

Mrs. Harland is the owner and operating manager of MINORS LLC (Mentoring Individuals Needing Offender Re-Entry Support)??, formed in 2021 to provides online court ordered courses and individual counseling for those under age 21 who have been directed by a judge, lawyer, probation officer, parole officer, school official or parent complete coursework as part of their rehabilitation from possession, consumption and DWI/DUI offenses.  MINORS was created with the goal of reducing recidivism by providing effective training, mentoring and on-going support to youth seeking re-entry as productive members of society.  MINORS offers six-hour on-line courses include Minor In-Consumption, Minor In-Possession, and Public Intoxication. In addition to online training classes, MINORS provides individual counseling to improve mental health, support spiritual healing and contribute to youth that struggle with decision making skills.

We are proud to serve the Dallas County, Texas community, but also make our services available for people located nationwide. 

Texas ZERO TOLERANCE LAW.  Texas has tough alcohol-related laws for minors,
and Driving While Intoxicated (DWI) is a problem
that affects all Texans. Texas enacted laws to
discourage drivers from drinking and driving, and
to make Texas roads safer.
Texas defines a “minor” for alcohol-related offenses as
someone under 21 years of age. A minor may not
purchase, attempt to purchase, consume, or possess an
alcoholic beverage. The Texas ZERO TOLERANCE law
makes it illegal for any minor to operate a motor vehicle,
including a watercraft, in a public place while having ANY
detectable amount of alcohol in their system. It is a
criminal offense of Driving under the Influence of
Alcohol by a Minor (DUIA by a Minor). The 0.08%
blood alcohol content (BAC) legal limit of intoxication
does not apply to minors.
How the Law Works for Minors
A police officer with reasonable suspicion or probable
cause that an offense has occurred may stop a vehicle.
The officer may ask the driver to perform one or more
field sobriety tests. In the case of a minor, if the officer
believes there is ANY detectable alcohol in the minor’s
system, the minor may be:
• Arrested and the vehicle towed
• Handcuffed and taken to a police department or
county jail
• Given the opportunity to take a breath test
• Taken to a hospital or clinic for a blood test, or
• Not be requested to provide breath or blood
because the presence of alcohol was detected or
measured by other means
The officer decides what method to detect the presence
of alcohol is appropriate. However, if someone dies or is
seriously injured in an accident, a breath or blood sample
can be required.
Implied Consent Laws for Minors
As is the case with adults, a minor implies their consent
to take one or more breath or blood specimens for
analysis if they are arrested for operating a motor vehicle
or watercraft in a public place while intoxicated. A minor
may be required to provide a specimen of breath or
blood if there is ANY detectable or noticeable amount of
alcohol in their system while operating a motor vehicle in
a public place as deemed by a law enforcement officer.
The breath or blood specimen will determine if alcohol is
present in their body. The blood specimen can also
identify other controlled substances or drugs.

She has been married for 30 years to the love of her life-husband Randy Harland. As an alumni of Ultimate Medical Academy, she obtained her degree in Health Science and Human Service at Florida State University. She has been a Licensed Chemical Dependency Counselor for 20 plus years, as well as a Provisional Life Coach.

She has worked in all phases of counseling from inpatient, outpatient, forensics, therapeutic Communities, MHMR-Mental Health Mental Retardation department, jail, HIV/Aids  prevention. She worked as a mobile counselor for adult men /women as well as the youth, and homeless population. She is a DWI Instructor / Administrator and the proud owner and Operator of the online 6-hour , DUI, MIP ,   PI course. The website was created in 2021 it is called Minors- which stands for Mentoring Individuals Needing Offender Re-Entry Support. This website is to provide support services to violators who are under the age of 21 who has been  stipulated  by  a judge, their lawyer, probation ,parole, school are parent for drinking and driving under the influence of a substance that is mood-altering. The site was created with the goal in mind of reducing Recidivism while Mentoring & Supporting youth to re-entry back into society as a productive member.

As a Licensed Chemical Dependency Counselor, Provisional Life Coach, DWI/Administration, and Instructor, she plans to not only offer online 6-hour course but individual counseling to accelerate mental health, spiritual healing, growth of our future leaders -which are our  youth who struggle with decision making skills regarding drinking & Driving.
